Game Setup is a period of the game that occurs before the game begins, just after the players have "set up" the game. During this time, players are given their planets and ships, choose their aliens and are dealt their initial hands.
Some powers are used during Game Setup to create initial conditions, such as Miser's second hand or Tick-Tock's countdown timer.
